CREATING A FRAMEWORK FOR INTEGRATED COASTAL MANAGEMENT IN INDONESIA: THE IMPORTANCE OF LAW

In recent years, there has been a concerted effort among numerous governmental and non-governmental organizations in Indonesia to develop a program for coastal management, through research initiatives, policy documents, and community-based activities. Not until last year, with the publication of a Naskah Akademik by the Ministry of Marine Affairs and Fisheries, has there been significant interest to develop a legal framework for coastal management, either on the local level or the national level. Despite many weaknesses in Indonesia’s legal system, law can play a vitally important role in shaping social behavior and practices, especially in an area for which there is little prior legal infrastructure, such as coastal resource management. Given this ‘clean slate,’ laws at both the local and national level can significantly bolster the individual efforts in ICM that have already begun.
